Should I use Plaster of Paris or Joint Compound to cover interior concrete basement wall?

My plan is to finish this wall with a raised wave effect using some sort of comb and then painting it a uniform color. Also, should I apply a concrete sealer or top coat of some sort afterwards?

Don’t use plaster of Paris, use joint bedding plaster and yes you need to seal it with a wallboard sealer, then a top coat.

I am a professional and bedding plaster will adhere to concrete.
